Custom notification sounds for different apps android

Last 2 are phone info, in case anything there is why I can't do this not basic of things. But clicking on notifications takes you right back to the phone's settings: apps:messages:notifications (pic 2). If you click on 'in-app notification settings,' it takes you to the app settings (pic 3). You can't click on 'allow sound and vibration' for more options. In order, the pics are of settings:apps:messages (pic 1) and then messages:notifications (pic 2). I'm also including my hardware/software info. Generally, I'm the techno-dweebie who fixes folks' phones.but I can't get this new phone to cooperate, and I'm ready to take a hammer to this thing.
